Olga Finkel is widely regarded as an expert in gambling and technology law. She founded WH Law in 2006 which has progressed to become WH Partners.

Olga provides advice on strategic, commercial and regulatory matters to businesses in the Gaming, ICT, Financial Services and Real Estate industries.  She is primarily involved in advising companies related to telecoms, software development, e-gaming, e-payments and e-money institutions, e-marketing, and e-auctions, among others.  Her specialisation, backed by extensive experience, includes regulatory frameworks of telecoms, gambling, e-gambling, e-banking, e-signatures and e-commerce, technology transactions (procurement, outsourcing and transfer), software licensing, privacy and data security, cybercrime, intellectual property (including trademarks, copyright, databases, patents), contractual relationships in the technology field, consumer-facing matters, as well as issues arising out of cross-border nature of ICT-related businesses and transactions. Olga is also active in related areas of expertise, such as competition (antitrust) and corporate transactions (M&A).

Olga holds a Doctor of Laws degree from the University of Malta as well as a Master of Science degree in IT and Economics from the Academy of Economics, Kharkov, Ukraine.  She was admitted to the Bar in Malta in 2001 and is a member of the Malta Chamber of Advocates.  She is also a member of Society for Computers and Law (UK), of the International Technology Law Association (based in the US), as well as a member of the law council of advisers of the Gerson Lehrman Group, of the International Masters of Gaming Law and of the International Association of Gaming Attorneys.

James Scicluna
James Scicluna is a Malta Advocate and a Solicitor of the Senior Court of England and Wales. He has practiced law in the UK and Malta both in private practice and as in house counsel. James provides advice mainly to the Gaming, Financial Services, Real Estate and Hospitality industries. His areas of expertise are: government relations, gambling regulation, devising strategic commercial solutions within a regulated environment, IPR licensing, sport sponsorship, brand development and protection, mergers and acquisitions, international corporate and tax structuring, joint ventures, crowd funding and European Union law, especially in so far as the Internal Market is concerned. He has also acted on the financing of corporate deals with underlying investments in real estate and the trade financing of businesses in the UK. James has held the position of Chief of Regulatory and Corporate Affairs with the Betclic Group as well as having been General Counsel of Betclic and Expekt, two of the Betclic Group’s brands. Prior to that he was a foreign lawyer and then a solicitor with London firm Jeffrey Green Russell’s Company and Commercial team. James graduated with an LLM summa cum laude in International Business Law from University College London after having been awarded Chevening Scholarship by the British Foreign and Commonwealth Office in 2004. He holds a Doctor of Laws degree and a Bachelor of Arts in Law & Sociology from the University of Malta. James was admitted to the Bar in Malta in 2003 and to the Roll of Solicitors of England and Wales in 2007. Ruth Galea
Ruth Galea is a corporate, financial services and taxation lawyer. She mainly practices in the Financial Services, Capital Markets, Gaming and ICT industries. Her principal areas of specialisation are corporate finance, corporate governance, corporate restructuring (with a particular focus on joint ventures and mergers & acquisitions), credit and financial institutions, taxation (direct and indirect) and contract drafting and negotiation. She also regularly advises on matters relating to investment funds, capital markets, gaming law and employment law. Ruth joined WH Law in 2006 and became a partner of WH Partners on 1 January 2012. Ruth holds a Master of Laws degree in Commercial Law magna cum laude from the University of Cambridge and a Doctor of Laws degree from in University of Malta. Ruth is a member of the Malta Chamber of Advocates and was admitted to the Bar in Malta in 2007. She is also a member of the Institute of Financial Services Practitioners of Malta.
